If you can use mineral foundation, the Physician's Formula should work. But if you have dry skin, stay way from powder. If you want liquid, check out Revlon. They used to make one of their foundations in "Alabaster" which actually worked on me.
As a fellow NC15 myself who has been lobbying for an NC10, you are really better off spending the extra money on the MAC. It has a higher pigment density, so you'll use less product to get the same coverage. Ultimately, you're going to break even on cost.
I have super dry skin, so powder is my enemy. Right now I'm using the MAC Tinted moisturizer all over, then some Studio Tech applied with a 188 brush where I need some extra coverage. I don't use powder to set it, just some Urban Decay All Nighter Setting Spray.

I wouldn't recommend a powder foundation for dry skin. If you want a lighter coverage, try a tinted moisturizer.
