Use one of the maybellines color tattoo cream shadows as a base!! I have the same problem as you!:) and that actually has helped a lot.

My lids are superrrrrr oily. I apply powder to them, one layer of primer (I use urban decay) and let that sit for a sec, then a second layer of primer. Using to layers of primer helps tremendously.

Lorac primer and wet n wild fergie primer are excellent for oily lids. I actually like the wnw one more, the way it dries allows the shadow to stay on a crazy long time. after I shower I will still have my inner corner highlight visisble. It's crazy good and under 5 dollars at wal-mart(:

Nars eyeshadow primer is seriously the best for oily eyelids. I use it and I love it. My eyeshadow stays all day.
