I feel ya! I'm in the same boat! Try something that's tighter up top but then flares at the Bolton or is tight up top and becomes flowey... Also push up bras are your best friend. I'm literally so small that if I want a non- push-up bra I have to show in the kid department... I feel your pain.

I have really small boobs too and print shirts like cheeta and big florals help also push ups! and if you have a feature that you love the most flaunt it so its keeps peoples mind off your boobs but trust me I feel you I have a baby and I thought it would make my boobs grow but no luck it made them uneven even worse ones a A and the other is around a B.

I have bio idea what these are called, but they're similar to corsets. They have the boning in them and a little padding in the breast area. A lot of them are strapless, and I particularly like the ones that flare out at the bottom.
