Face feels like Sand Paper??

So I was doing a makeup the other night, and as I went to moisturize this girl's face, I seriously thought I was putting cream on a piece of sand paper. Her face wasn't red or irritated, just rough and dry! I told her she needs to moisturize 2x daily and even try some masks, oatmeal is what I suggested. Is there anything else I could've added? I've seriously never seen anything like this. All suggestions are super appreciated!!

Thanks so much! I thought of exfoliating but then I thought it would irritate dry skin... I'm going to tell her!!

Along w those how about an aha acid it will exfoliate without being harsh can help w the texture and improve the moisture too.

Put thick thick cream on at night and hope for the best and you are so funny! Haha also tell her not to use to much exfoliaitor that can really irritate skin trust me...
