Doing a cat eye will make them look bigger. although that does have eyeliner on the bottom, it doesn't have to be really thick.

You can wear white eyeliner on your waterline Which will create the larger eyes effect :) with top eyeliner if you wing it your eyes will appear wider :)

Use on your inner rims like tight line and water line in a nude or rose gold it immediately brightens your eyes and makes them much larger in aplerance.

Those work amazingly! Also try not to have super harsh eyeliner lines around the whole eye cuz it closes off the eyes. Try using brown or black mascara 1/3 of the outer eye on top. And then maybe brown on just the outer corner of your eye. :)
