The photo on the right has a ton of highlights; she was probably foiled with bleach, but I'm not a professional stylist so I can only relate my own personal experience.
If you showed the photo on the right to the colorist beforehand, then you did not get what you asked for, or paid for. I'd take it up with the salon manager if that is the case.
If you did not show them that photo, then that may explain why your hair looks different than hers. I've had hair identical to the left and the right...and in my experience, it was not a one-step process for the right photograph. You'll need more lift in certain areas to achieve that look. A note: you may experience dryness and some damage if you do decide to lift to that level. (You can request Olaplex if that's of concern.)
A toner isn't going to lift you and purple shampoo will grab at your ends, making you drab grey, not silver, if you aren't careful, which is something to keep in mind when using. Again, it's not going to lift you and give you the look on the right. If you do decide to go with more of a lift, such as on the right, I avoid my ends with purple shampoo and let the toning shampoo just run off to avoid drab ends.

If your hair is short, straight, light in color, undamaged, and neither very thick nor very fine, you may be able to successfully bleach it at home. If your hair does not meet all these criteria, you can certainly attempt to bleach it yourself, but you should be aware that the odds are significantly against you, particularly if you have never bleached hair before. Whatever kind of hair you have, if you decide to bleach it at home, you should be prepared for the possibility that it will go very wrong. If having fried, yellow hair for a while would make you feel awful, it’s best not to attempt this.
There is no universal rule for how to do this. You will need to follow the instructions on the bleach you purchased.
