Your best bet may be to use a 1 and a half inch straightener. it's hard to put the technique into words, but if you've never done curls with a straightener, you tube can show ya. but this definitely looks similar to the results I would get using that size flat iron. afterwords, give your head a good flip and run a fine tooth comb to achieve the messier beachy look.

I agree with Amanda, I'd loosely curl it with the straightener, flip it over, add a little hairspray or wax (my favorite) and gently comb the curls out.
