Can I fill my eyebrows with blue?

I don't have a logical reason but I think I want them blue. Maybe navy. How can I do that?

Yes I've seen lots of girls do it with all sorts of colours, try using some eyeshadow :)

You can use an eyeshadow with an angle brush to fill them.

Definitely! I just did this the other day actually. I just used blue eyeshadow and an angled brush.

Of course you can! I agree with the girls maybe start with a Navy blue eyeshadow and an angled brush and see how you like it because you can build up the color depending on how noticeable you want them to be.

Really any eyeshadow should work. I've seen a lot of girls using ones from Urban Decay, so maybe check that out.

NYX probably has a good single eyeshadow. You can find lots just by going to the drugstore. It doesn't have to be anything fancy.

I agree with these girls, and also an added tip to make them brighter could be to first apply concealer over your natural brow to hide any darkness.
