Mine does that too, unfortunately. What I've found works is to use the Urban Decay primer potion, and then apply my concealer, and then apply my eye makeup, and that gives a little extra staying power. This also only tends to happen when my eyes water (when I sleep, if it's windy out etc.), so another thing I do is carry q-tips, and go to the bathroom and wipe the corner to make it dry again.

You could try a liner primer I have this one from elf and I love it
