What is the difference of bleach and frosting your hair? I heard you can frost your hair and make it lighter instead of bleaching because it's not as harmful on your hair as bleach? Is this true? Will it lighten your hair?

I think its the same. I want to say that frosting is an old term for highlighting. But I'm not a 100% sure.

Could I use it on my whole head to make it from red to blonde?

Frosting and highlights both use bleach, I was thought that the terms are basically the same and are usually interchangeable. But some older ladies associate the term "frosting" with the cap method of bleaching hair (as opposed to the foil method that is mostly used today)
If going from blonde to red is what you are looking to do it going to take a bit of work and patience. Red is both the hardest pigment to keep in the hair, but also the hardest to get out..
I have seen a friend go from red to blonde too fast and had to cut a good amount of her length because it was fried sooo bad.
If I were you I would try a series of clarifying shampoo's and depending of the history of your hair, a color stripper. It would be less stressful to go to a professional for at least a consultation.
Good luck.

Bleaching is a general term, its lightening the hair. Frosting is a specific type of bleaching the hair involving a cap and bleaching those strands to give an all over sort of frosted look and they're meant to be a platinum/white color
