Eyeshadow primers are very personalized. What works for one person might not work as well for you. They have different formulas for dry eyes, oily eyes and everything in between.
I'd try another primer, from a different brand and see if that helps. :)

Switch to cream shadow maybe? Benefit has the best ones, imo :)

You can use both and eye primer and then an eye base and make sure when you apply your eye base you get a smooth application!

I use Dior Backstage Eye prime (it is in a pot and is more like a base " and my eye shadow does not move!!

Maybe you can try not using primer. Honestly I really use all MAC Eyeshadow with the exception of the naked basics & catwalk palettes & have never had any pigment/lasting issues but I JUST started using the urban decay primer and have noticed slight creasing. Before that I NEVER had any creasing. And before I joined Beautylish I didn't even know creasing happened. Lol. I would try going without and see if that works.

I'm having issues with creasing when using my Ud primer potion too. I've been using it for years and never had an issue until I used it with their own eyeshadows. It's really annoying and such a pain.
