If you're talking about eyeliner in the waterline primer won't help that. You can always buy waterproof, I think Hannah likes urban decays ones (you should ask her on her page) and you can pretty much find waterproof liquid eyeliner everywhere. I have no clue about the primer though sorry :)

I didn't have any luck with the Urban Decay primer potion, and I don't have any issues that would interfere with it (my lids aren't oily, my eyes don't water, etc). It was just a mess.

I was under the impression that a MAC paint pot will crease without a primer under it. I don't know how well it works without one.

I believe Inglot makes a waterproof gel liner that is available in white, but I'm not 100% sure. Makeup Geek might have one as well. I have had success with the Rimmel Scandaleyes waterproof kohl pencils, but I don't know if there is a white one (I know there is a flesh toned one).

I use MAC Paint Pots without a primer under them sometimes and they don't crease on my lids, however my skin is very dry lol. An oily person might have problems with creasing, but a primer underneath should fix that. I would consider a MAC Paint Pots more of an eyeshadow base than a primer- they make your eyeshadow stick rather than making it last. I also didn't have any luck with Urban Decay Primer a Potion! I thought maybe I just wasn't oily ENOUGH for it lol.
:3 Although if the issue is about making your eyeliner last I don't know how much a primer will really solve it. Instead, maybe try switching eyeliners? :) Gel eyeliners smudge waaaayyyy less imo, I have bad allergies and can only wear gel in the spring time or else my watery eyes will ruin it all.
Omg my fav white eyeliner is from Kleancolor, I think I paid $1.75 for it on BeautyBay and it replaced my a Urban Decay one. Tbh I like the Kleancolor a lot more! The Urban Decay Pencils are waaaayyy too smudgy I think lol. I can use them for eyeshadow bases but CANNOT use them for eyeliner unless I want it smeared all down my face lol 😭

I've tried both Urban Decay Primer Potion and MAC Paint Pots. MAC takes the cake. I too have super oily eyelids and my eyeliner will be all over the place in a matter of hours. The paint pot makes a huge difference and keeps everything looking good all day.
I rarely wear eyeliner in the waterline- but when I do I use NYX Jumbo Eye Pencils. Most people use these for primers but they are shaped like a big crayon so they work great for the waterline. I have three- Milk (white), Black Bean (black) and Strawberry Milk (pinkish gold). I like using Milk and Black Bean in the waterline and Strawberry Milk as a brow and cupids bow highlight. They are super pigmented and they don't budge.

Urban Decay was the first company to actually make eye primer. They invented it! So when they came up with it, they patented all the active ingredients in it. So no one can legally make a primer as good as them! That's who I would recommend getting a primer from (and cruelty free!).
Make sure you're only putting primer on your lid. If you put eye cream on, the primer will not set because the moisturizer will leave a layer on your eyelid (your eyelid has no follicles, so any cream cannot absorb there, but cream around your eye!). Don't put foundation over your primer either, because that'll be the main component your primer is grabbing.

For primer I think it's all about finding the combo of ingredients that work with your skin. If you use a face primer, I'd go with the same company and try their eye primer. Just about every company has one these days.

For waterline, tarte actually has a waterline pencil. It's not super white, it's more of a extremely pale flesh color, which makes the eyes look bigger without dulling the whites of the eyes. It's a bit expensive (20$ I think) but it stays all day

Urban Decay was much too oily for me, no matter how I applied it.

Emily M.: I've not been able to locate information about the advent of modern primers, but Egyptians and Babylonians both used primers for their eye makeup c. 6000 BCE. As for being the best, the Urban Decay patent (if they have one) would cover only their formulation, not any ingredients. Any company can make an eye primer with the same ingredients (and for the most part that is the case) in different ratios. Their status as cruelty-free is also debatable, since they decided to sell in China (where animal testing is mandated). Also, moisturizer does absorb on the lids and under the brow, regardless of the presence of hair follicles.

If you apply moisturizer, make sure you do so at least fifteen minutes before you plan on doing your makeup (that goes for the whole face, and the longer you let it absorb before starting the better off you will be).

I have dry/normal eyelids, and this is my routine:

I use the e.l.f. Eyelid Primer ($1 at Target, also cruelty-free if that concerns you) on my lids all the way to the brow bone, and under my eyes. I then apply a NYX Jumbo Eye Pencil (usually "Milk", $4 at CVS) on my lid and gently blend that up to my brow bone with my finger so that it is a thin, even layer on my entire eye. Then I do my shadows, and lastly my liner (Rimmel Scandaleyes waterproof if lining the waterline, $4? at Target). When I am all done, I do any face makeup I want to wear (usually just Maybelline Dark Circle Eraser concealer, $5? at Target) and mist everything with e.l.f. Setting Spray ($3, Target) or if it is raining I use Mehron Barrier Spray ($6 at the theatrical supply). This process has kept my eye makeup intact through several hours being blasted in the face by steam dishwashers, sweating, rough sleeping (I toss and turn like an octopus on drugs), and careful showering for over two days with only little touchups.

I don't know if that routine would work for someone with oily lids. Also yes I know sleeping with makeup on is bad, I'm the physical incarnation of the sin of Sloth. ;)
