I do eyes first, then foundation. That way I don't have to worry about fallout and I can clean up any edges I want to be sharper without taking off foundation.

I don't think there's a right or wrong way, it's just preference. But I always hate when I do my foundation perfectly and then have to wipe it off under the eyes to get the fallout off then redo it. It never comes out perfect twice lol.

If I start with foundation then I apply loose colorless powder under my eyes to get rid of any fallout

On me personally I do foundation then eyes but on my clients I do eyes first because they have to look up at the ceiling usually when I blend and the fallow out lands on their face so I do eyes first to allow for better clean up.

If I'm doing a dramatic eye then I do the eyes first. If it's an everyday look and the shadows aren't dark and don't have a lot of fall out, I'll do my base first. 😊

I do foundation first, my veins show really bad on my eyelids and I cover it up with foundation. If I know I'll be using a dark eyeshadow or one that is known to have bad fallout I won't put foundation under my eyes till I'm done with the eyeshadow.
