I put my foundation on after I do my eye makeup because I don't know how to not have any fallout at all so I put it on last so it's not messy but what do you do first eye shadow or your eye brows? I always thought you put your eye brows on after foundation but I don't know how you would clean them up with concealer without messing up your brow highlight? Please help.

I do my brows before and after my foundation.
Since I shave them off, I give myself a basic outline for what shape I want (cuz once I set my foundation with powder, there's no changing it lol), then redefine them once it's all set. After I do my face, then I do my eyes.
