I got my arms waxed the other day and I noticed these spots on my arms.. Is this normal??

It looks like your skin is very irritated, or having an allergic reaction :s I would probably put on some aloe vera or some sort of soothing cream.

That happened to me the one and only time I waxed my... well you know. never again!

My cosmetology teacher told me it's irritated and she gave me this "Res-q" cream to use on it.. I really want to wax other parts of my body but I don't know??

No that is not normal I'm not completely sure what it is it could be your skin being sensitive or it could likely be what Shelby H mentioned. I would just leave it alone and see if it heels its self and if it spreads you should go to a derm or doctor.
