Personally, I'd do a gradient eye with that. It's pretty easy to do, what I do is to apply the mid-tone shade (which in this case is that teal shade) all over the lid, stopping just before the inner corner. Then, apply a lighter shade to your inner corner, and blend it into the teal to create a really nice, smooth blend. After that, take a deeper shade (like a black or dark grey) and work it into your outer corner, again, creating a nice smooth transition.
Make sure that you're either blending out the edges, or creating a really sharp line. With looks like this you can't really go halfway, so it's important to make sure you're doing one or the other :)
You can add eyeliner as you see fit, or falsies, etc. but that's what I would do with that shade.

What I love to do with blues or purples is do a neutral eye and then line the bottom lash line with the bright colors.
