The difference is the level of colors. With a sombre it is a softer blend. An example would be a dark brown blending slighty into a lighter shade of brown. Ombre is much more dramatic.

I'm more than positive what you meant is Balayage. And honestly, to me, ombré is tacky and I find it ugly because you can see the demarcation line, balayage is a lot prettier, the technique is quite different so its hard to see where the colour starts.
