I'm not sure how old you are but a degree in chemistry would definitely help. Maybe try researching natural and homemade lip products and powders that you can make at home. Then come up with a brand name, order jars in bulk and get some labels made. Then market your brand! Create a website, try to set up booths at local fairs, hand out flyers and samples, and try to get people involved. Have fun!

Start with learning about the skin so your products will not be harmful or irritating to the skin. Next learn how to make products (preferably w/o harmful chemicals) that most makeup contain. Then start off buying cute packaging & go about creating your products. Lastly create a unique name. This takes a lot of work & their will be a lot of trial and error. Good luck (;

Some kind of higher level degree would be helpful. If you want to work in a lab making the cosmetics it would take a higher level science degree and a team that has a lot of funding.
You could get a business degree and find yourself a science team to make the cosmetics. Either way, you need time, great ideas and lots and lots of money. You also can't be afraid to fail. Many companies have invested incredible amounts of money trying to formulate things and when they fail, all of that money is gone.
It's a risky business and takes so much time but it's incredibly rewarding.
Anastasia from Anastasia Beverly Hills has talked about how long it took her to be as successful as she is and how much work and effort it took. Not to mention how at one point she had to throw away all of her foundations and Dipbrow pomades because no one wanted them. Not because they weren't good, but because they were not popular. She felt like she was throwing away a part of her and the packaging on each of the foundations was also pretty expensive.

Okay I'm not going to hate on you or anything but if you want your own cosmetics line you got to get popular makeup line attention, which mean your going to need to be famous and that's not going to be easy, as like what cat said get ready for many many fails, and it's not as easy as you think even when you have a famous cosmetics helping you, try to get people to buy your products because what I heard when you people don't buy your products for a couple days the cosmetics line might cancel you out. So just hope you'll get a popular cosmetics to help you and that you'll be lucky that your products could help

I would say you should first pick out who you want to sell to, and what kind of products you want to sell. Like if you wanted to sell mostly to MUA's or to girls at home just doing their daily makeup. Also you should decide whether you want your product to be more high-end or drugstore because that will make a ton of difference in packaging and marketing. Lastly, you should have something about your product that other companies don't have so that your line has some appeal.

From what I understand, if you're looking to develop it yourself, you'll definitely need a degree in chemistry, etc. But if you're just looking to have your own line but have someone else develop it, then you'll have to hire a chemist. There are many manufacturers/private label companies that will help you. I am currently trying to figure out the difference between manufacturers & private label. But from what I understand, private labels are more cost efficient, especially for a beginner.
From there you also need to have a business license, business insurance, and a few other things. :)
