Not neccessary, but can make the look more seamless:)

Personally, I think that it is completely necessary to incorporate some sort of transition shade when creating some sort of eye look. I've noticed that the majority of the time when this is not present, the shadows tend to have harsher lines and not blend together as seamlessly

No its no necessary all you need is a good brush a blending skills
