You can use concealers as primers. I know that they can be pricey but they lasts long time. If you're more willing to spend I would suggest the Urban Decay Eden or the NARS Eye Primer.

The travel size of the urban decay primer ia 12$ I know it's smaller but you only need a little bit of product. (:

Loreal magic decrease eye primer turns eyeshadow into concrete.. you can itch your eyes all day and your eyeshadow doesn't move or fade. the only drugstore primer I actually like.
