How to get more volumized hair.

My hair is wavy, a tad bit oily, fine and super flat. My hair being flat has never really bothered me before but know that's all I can think about. I use dry shampoo to get rid of the oil and help with some volume but my hair still falls flat. Even my natural waves get weighed down, and it doesn't help that my hair is so long. Any tips or ticks. Thank you
PS. Two things I will NOT do. 1. Use any heat, I just hate doing and I won't kill my hair. 2. I WON't cut my hair, that will never be a option

Have you tried teasing the top? The thought of it used to scare me but I love doing it now once I learned the proper way of doing it without damage.
