Best waterline eyeliner?

What is the best eyeliner for the waterline?
I prefer drugstore but if there's a really good high end one, I'd consider it too.

Rimmel scandal eyes is a great really black eyeliner that You can use for your waterline. It's around 4 dollars.

I second the rimmel.. The waterproof one. I've tried a lot a lot of drug store eyeliners and this one doesn't budge. I'll never use another one!! My fav is the brown one!! Not too harsh. 😊

The maybelline eye studio gel one is really good; so is the L'Or?al =) gel is really good to use on your waterline because it's easy to control just how intense and dark it is, as well as its super easy to smudge if you want a softer look ^_^
