L'oreal Infallible Gel Liner is my absolute holy grail gel eyeliner!! I used it heavily every single day for over a year before I needed to replace it, and it STAYS on all day!! It's waterproof/sweatproof, too!

The clinique gel liner is good and the brush is the best in my oppinion but its $15 im not sure if thats around your buddget

Maybelline Eye Studio for sure. Another one that I just picked up (but sadly doesn't come with a brush) that I've really been liking is the NYX Gel Liner & Smudger. I've heard others don't really like it, but I personally love it! I use it with a small lip liner like brush or an angle liner brush designed for gel liners.
