I've heard that you can get like vampy and oxblood lips with black eyeliner and red lipstick but how do you do that? just apply the liner around your lips? do you fill your entire lips in with the black liner? do you blend it I don't know what to do please help.

I've done that before. what I did was I filled my lips in with the black liner, then just applied whatever red lipstick I had on top.

I've lined my lips entirely but LIGHTLY with the eyeliner and then the red lip (see profile pic) or I like doing this outlining the lip sharpe and blending down a little bit leaving the middle bare then pack on the red lipstick and then do the whole lip to blend it.
