It could seal dirt and oil into your face so I wouldn't suggest using kt.

So the regular vasiline I would use everyday after a shower On dry parts of my body and then cover them up. Legs ,kness, feet, elbows ,hands, fingers ,nail area ,arms &lips. But it would have to be the last thing I do right before jumping into bed. (mom says its bad to get wet o wash it of with cold water espesially at night) But 1 thing I will not do is rub it all over my face maybe on like a scrape but never like any everyday thing. Its like bby oil but thicker.

It is a petroleum byproduct, an industrial sealant. You can use it over lotion on the body to seal the lotion against the skin, but it has no place on the face. It can lead to bacterial infection, blocked pores/tear ducts/hair and eyelash follicles.
You're better off using a thick moisturizer like Aquaphor on your body and a gentle but effective moisturizer like Embryolisse lait creme concentre on your face.
At a drugstore level, Aveno, Cerave, and Cetaphil are nice moisturizers.
