I know Revlon has a 2 in 1 brow gel & pencil. I haven't tried it, though. it's around $6.

ELF's clear brow gel and mascara. $1. Works great.
And Anastasia if you want a bomb.com one. That really does set your eyebrows in place. It does it so good that the one time I tried I got OCD lmao!! I would lift my eyebrows and felt the the really stiff and I wasn't used to that.
I also have a friend that used hair gel. Just very lil with a spoolie

I love Maybelline Brow Drama, I use it all the time. It's tinted and dries matte, so it doesn't look like you have shiny gel in them. Otherwise, the Great Lash clear mascara by Maybeline works, but you need to wipe the wand a bit because it will be sticky. Third option, use an old toohbrush and spray some hairspray on it, then quickly swipe your brows with it!

I love the Maybelline brow drama but I heard spraying hairspray on a spoolie and brushing it through brows works just as well (but it's obviously colorless).
