Try out the maybelline one by one volume express. I know you said that it clumps a lot with good quality mascaras but this mascara brush is like so other and I'm sure it should work for you.

The three mascaras I find to seperate lashes better are Voluminous Butterfly, Million Lashes, and Telescopic. & when I'm finished with my mascara I always use my finger to fix any clumps.
Also, when apply my primer I put a little on my top lashes :)

I find doing a few flicks of mascara waiting for it to dry then curl them then keep repeating process until they are how you want them

Use a mascara with a spikey brush, like Maybelline The Rocket, CoverGirl Clump Crusher, Buxom Lash, or YSL Babydoll (I swear by that mascara). If you see any clumps, use a metal-toothed lash comb, like the one that Real Techniques has, it's perfect.

I'm not trying to sound like a desperate over-promoter, but I was using loreal telescopic. I use Younique 3d mascara and won't ever use my loreal again... but as far as over the counter, loreal telescopic was my faveeeee!!
