I'd wear it with tights, possibly knee high socks if it's really that cold, high heeled black booties, and a big cozy cardigan. For your hair, I'd go down and natural, and for makeup I'd go simple but unexpected like a pretty colored eyeliner or a colored gradient eye. Something like this? Whatever color you'd like, though.

Hahahah, I think the weather here is bipolar at the moment, it was sunny at 2pm today then at 5 past 2 it was lashing it down with rain and there was a thunderstorm. All the rivers are flooded where I am, just want to go abroad somewhere hot!
