I love the Physicisns Formula Eye Booster eyeliner it's my HG. It's not a felt tip though, it's a brush. Sorry I didn't mention it- thought you wanted something similar to the BH Cosmetics one you posted

Revlon color stay is almost exactly like that; it's a marker. Another really good one is loreal's carbon black liquid liner with a felt tip.

Milani's Extreme Liquid Liner pen! I have slightly lids and this is the only that won't smudge or budge at all. And its easy to control and cheaper than most drugstore eyeliner pens.
