It gets rid of grease in your hair in between washes.

It soaks up the grease, but doesn't actually wash your hair:)

It (atleast my Batiste one ) give you more volume and sucks up the oil. I swear by the Batiste ones, couldn't live without them :o you instantly feel less gross haha.

If your asking what it physically, actually is it's a powder, usually in an aerosol, that you apply to the hair. It doesn't make it wet or even damp it just soaks up the oil.
