Lets say prom starts at 8 you want to be there by 7 or before to get a good table so be sure to get ready way before cuz you want to have time for pictures and if your renting a limo or car you want time to drive around and have fun.

Honestly your cheapest bet is online. I bought one online last year and I was really happy with it because luckily it fit perfectly and needed no alterations. That is usually not the case with most people though so if you do buy online make sure to order plenty of time ahead of prom in case you need alterations. You can always check second hand stores also for used ones. Prom and bridal stores have very high prices but some let you put your dress on layaway so you can make payments on it- that's what I'm doing this year. And getting ready depends on if you have hair or makeup appointments that day really. Plus you have to factor in pictures and dinner(if you go before the dance I don't know how your school does it). You just have to plan it out ahead of time. Hope this helped!
