I see girls starting to wear makeup at 10 or 11 but they looked 14 with it all on I think under 13 would be to young and 13-15 should be light

12 or 13 and younger is waaaaay too young. Teen years, mascara, blush, lipgloss, maybe concealer. Focus should be more on skincare.

If I had a daughter -to me, 13 is OK to put on lipgloss/balm and maybe a little liner. 12 and under nada- unless its for playtime "makeovers", school plays, Halloween, etc. After 13 or so the girl can start to experiment a bit and find her groove, but use sparingly, maybe until 16 or 17. I think the pageants are a little creepy. Children should be children- not dressed as little people or women.

in my opinion: Any age under 18 is too young for makeup. It just ruins the beautiful, youthful skin. The only thing i would approve of is chapstick.
