Your eyes are gorgeous! I would skip foundation because you already have nice skin and accentuate your eyes.

I agree that you should try winged liner. Sephora has a really nice liner here:

It's only $12 but works as well as most high end liquid liners.

The Urban Decay Naked 3 Palette has some colors that would look gorgeous with your skin tone. It's $52 but definitely a good investment.

To finish off the eyes you can use your favorite mascara. If you don't have already have a favorite, CoverGirl makes a really nice one.

Now for lips I would pick a nice matte plummy pink. NYX Soft Matte Lip Creme is one of my favorites. San Paulo is a great color but you could experiment with really any color you like.

Finally, I'd finish off with C.O. Bigelow's Rosebud Salve. It's not too expensive but works wonders for keeping your lips completely moisturized.
