I make my own by mixing apple cider vinegar and water, lemon juice and water, and with hazel. I prefer the natural DIY toners in my opinion it's better for you skin and works better :)

The reason being for toners, back in the older days make up was so harsh to our skin that it would throw off the Ph Balance of our skin. Toners were simply meant to bring it back to its appropriate PH. Having skin that is Ph Balanced is essential when it comes to dealing with acne and not having skin that is too dry or too oily.
However, make up has advanced through time so it generally isn't as harsh anymore, but it is a good idea to use one if you like to wear make up beyond just mascara and lipgloss.
Toners now are suited to help with acne, help with oil, remove excess make up, and temporarily tighten the pores.
The toner that I personally use is Half Apple Cider Vinegar and Half water.
This is my base product, you can add anything else as you please. If you want to combat redness ACV will help, but I don't recommend adding anything alcohol based like witch hazel.
If you do want to make your own toner then I recommend you really research what extras you put into it.
Lots of people like to add lavender oil, lemon or lime, baking soda, etc. Yet these products are bad for the skin. ( Lavender and Lemon/Lime are the most common. Yet what a lot of people don't know is that they are both Phototoxic, so they are basically taking the quickest road to damaging their skin. )
So both store bought and natural are okay. But you have to keep in mind what issues you have, you don't want to purchase a toner meant for oily skin when you have dry skin. And you don't want to ruin your skin just because you used natural means. ( Like I say... natural is good but not all the time. You don't see me rubbing poison IVY on my face. )

@Megan I use the little travel size bottles. And just in case it wasn't clear I don't mix all of them to make one toner I use each separately rotating by week or depending on what my skin needs.

They're generally applied after cleanser to remove any excess product, they close pores, tighten skin, and reduce sebum on face, toners with alcohol/witch hazel can reduce apperance of spots/blemishes, and kill bacteria :) (studying beauty therapy)
