What exactly is this used for? It's not really a brush more like small sponge. I tried it as a smudge brush but didn't do much?

It looks like a smudger and if its a sponge, I would use it to smuge pencil or gel liner.

Where did you get it from? Because it sounds like a smudger, but if it didn't work then maybe it's just a crappy one.

It looks like the ELF smudge brush, if it is then yeah that one isn't really good at blending its too hard.
but in theory that's what this brush is meant for.

Yes it is a smudger for smokey eyes :) but a cotton bud is much more effective!
