It looks like broken blood vessels, so it's most likely a bruise. But I would go get it checked out anyways, the only time I've seen bruising like that was around a broken rib.

Looks almost like road rash or a bad bruise. Did he injure himself lately? I would see a doctor just to be safe. That dark purple color comes from blood pooling under the skin, which can be a result of internal bleeding.
