Flawless skin is going to depend on your diet and other factors. But as far as good looking makeup goes, it all depends on the tools and products you use.
There are plenty of things that could have been used for this look. From drug store foundation like L'Oreal or Maybelline to high end like Estée Lauder Double Wear or MAC. A good primer to go under the foundation can also help, but what primer is good for you is going to depend on your skin type.

Most photos like the one you posted are edited. That aside, I agree that diet can play a pivotal role in skin, but that heredity is the main factor...particularly in developing years. I think Make up forever HD or UD's Naked are both excellent foundations that work beautifully with Urban Decay's optical blur brush. A quality primer used after moisturizer sets in is also going to make a difference in both application and appearance. Her brows are natural, which I love...they're cleaned up and lightly filled in. Looks like she has false lashes on and I like how her eyes are lined...dark, yet soft. Very pretty. Stila makes great liner.

That photo is most definitely photo shopped. She has bad acne that she covers with a ton of foundation. She had videos and her skin was usually really caked up during close ups, but when she shows snap shots of whatever she's doing her skin looks like a doll and all her moles and flaws disappear. Her eyes are also not that big and her lips are thinner. Her and her sister are kind of notorious for waaay over photoshopping their photos so they no longer look like themselves. (Which isn't the smartest when you also make videos, and in photos your features are not the same lol)
Definitely figure out a good skin care routine for your skin though. The better you take care of your skin, inside (diet) and out (a good routine) the less foundation you'll need. Though you can't do much about hormonal acne. A primer will make a huge difference too, just make sure it works for your foundation. (Water based with water based, etc.) But foundation is very personalized and you have to find the right technique for you. I use a liquid foundation with a small stippling brush, because it's the way foundation looks best on me but a lot of people prefer to use dense buffer brushes or sponges, or even their fingers but for me those methods don't work with my skin. It's very much trial and error. I'd suggest if you can to go to sephora and have them try different foundations on you, and get samples and try different techniques at home. You'd be surprised by how much a tiny change in how you apply a product can change the outcome.

She might also have on more foundation than you would wear in real life. Too much foundation in real life looks far worse than unedited skin. My suggestion is to use a little powder (with a big fluffy brush?) to set things.
