I work a job that it's around a bunch of heat and I cab never get my foundation to set for an 8 hour shift. it always flakes and creases. any suggestions?

Flakes? Do you properly prep your skin before applying makeup? Here's what I would suggest (keep in mind I'm no professional though)
Cleanse
Exfoliate
Moisturize (let sink in to skin)
Prime (insures you have a smooth base for makeup, also helps prolong makeup wear; let set)
Apply foundation
Apply concealer
Apply powder
Use a finishing spray

Here's a couple of suggestions :p
1. always exfoliate & moisturize. exfoliate only 1-2x a week. moisturize daily.
2. primers are important! they help give the foundation something to grip to when applied, & fill in fine lines & pores to make the skin look smoother. it's good to let your primer sit for 3-5 mins.
3. make sure you set your foundation with a setting powder (unless, of course, you use a powder foundation). otherwise the foundation will melt slightly from the heat of your body & sink into your pores & fine lines.
4. make sure your foundation works with your skin type.

Renay is on the right track for what's best for skin. Prep with proper Skincare to help aid makeup to your liking and until skin is non flakey, use a setting spray instead for a while and try a beauty oil instead of basic moisturizer. And you will be fine!

I exfoliate and moisturize all the time. I don't have very much experience with primer but if you have a good suggestion as a starter that would be awesome. I do the foundation then concealer and then set with a powder but it still creases like crazy. maybe I'm just using too dry of a foundation..

Maybe one or a few of these solutions will work for you:
1. Does your workplace need you to do full face makeup? Most people, including myself, step back on the number of products on my face during summer and places where it's hot. If you can step back on the number of products you use (say just concealer and a bit of powder).
2. Is that moisturizer you use all year round? Make sure the moisturizer or foundation (I'm assuming liquid) answers all of your moisturizing needs for right now. You may have to switch brands when it gets hot. As others have said your current foundation may be too dry for your summer skin.
3. Primer. I am not a fan of it but some people need it to stop makeup from sliding or fading away. Put on primer after moisturizer, and give it a few minutes before you put on the rest of your makeup. Drugstore brands carry good primers. I'm told Rimmell Stay Matte and Nyx Pore Filler do the trick. For mid range, Laura Mercier.
4. Flip the powder and foundation steps around. Moisturize, powder, then foundation. Wayne Goss did it in a tutorial. Basically the powder acts as a primer or base for foundation to hold on to.
Try them out for a week and see what happens. Good luck!
