I second the Maybelline gel liner. Gel is easier to control than liquid and it's best for beginners when it comes to winged liner.

Koji dolly wink liquid eyeliner. It has the finest, densest brush tip I've ever used so you don't get those stray felt things or brush hairs messing up your flick. It also dries quickly and lasts ALL day. I'm a newbie at the whole winged eyeliner thing and it's so easy to use. I've balled my eyes out in this stuff and my mascara gets everywhere while this stays in place.
