I have tried everything from DIY deep conditioners to regular oils like coconut. Nothing seems to be working. I have been stuck at the same length for a year. Does anyone have any tips to encourage hair growth.

It's really based on genetics. Are you sure it hasn't grown even a bit?

You might want to get it cut and see if it starts growing from there.

Information regarding hair growth -
Genetics and healthiness of hair
Your hair growth rate and type is down to genetics. There is no way to growing your hair faster, apart from keeping your hair healthy. Hair masks and deep conditioners can keep your hair healthy, and making sure you cut off split ends (otherwise they go further up the hair shaft, causing breakage). Cutting off hair which doesn't have split ends 'to grow it faster' is pointless, as you are cutting off healthy hair that could grow further. Drinking lots of water also keeps your hair healthy.
Try to use less heat on your hair too, as this will dry your hair out a lot quicker.
Don't brush your hair when wet, as this can lead to breakage. Another factor of breakage is putting your hair up in a bun or ponytail too much or too tight. Try braiding or wrapping your hair in a bandana or scarf instead, as it is less likely to damage your hair.
Shampoos, conditioners and hair treatments
Shampoos and conditioners that say they mend split ends are a complete con, there is absolutely no way to 'mend' split ends. Cutting them off is the only option.
Similarly, shampoos and conditioners such as Mane and Tail are not good for human hair as they are not the correct pH level for us. The belief that they grow your hair faster is the buildup of wax, which causes your hair to be heavier, which leads to you believing that it is longer. Using Mane and Tail can cause brittleness in hair, which can lead to breakage. In the short term, you may think it is good for your hair, but in the long term you will notice it is not.
Biotin
Biotin should not be taken unless you have a Biotin deficiency, which is diagnosed by a doctor. If you take Biotin when you don't have a deficiency, it can cause acne, sickness and even hospitalisation. You should be eating enough Biotin-rich foods such as almonds, walnuts, chickens eggs, goats milk, cows milk and vegetables such as onions, cucumbers, cauliflowers and carrots.

If you have split ends, get a trim. talk to a pharmacist or dr if you take ANY other medicine whether ots over the counter or prescription meds to see if they would counteract with a multivitamin. I used to take prenatal pills every other day, but AFTER I asked a pharmacist. this helped my hair grow as well as minimizing all heat styling (straightener curling iron etc) I also use coconut oil as a leave on conditioner. a little goes a long way.
