Use a small pointed liner brush :) and angle toward the tail of your eyebrow.

Honestly it's a daily hit or miss. I've been wearing winged liner for years and I still can't get mine to match up perfectly every time. I can offer you some tips though.
-Move slowly. I like to draw two lines coming from each eye first, and make sure the angles match up before filling in the wing. That method is much easier than doing one complete wing on one eye and then trying to make it match perfectly on the other.
-Start small. It's always easier to make your wing thicker or longer than it is to make it shorter or thinner.
-ELF has a really nice product called the "Makeup Eraser Pen." It's basically like a felt tip marker with makeup remover in the inside. If I do happen to draw my wing on too long or too thick, I use it to "erase" my mistake.
-Work slowly.

I absolutely love how winged liner looks but I avoid it due to the same issue. I found that using a very fine tipped liquid eyeliner made my attempts look much better.
This was the eyeliner that worked for me. May not be the best formula but definitely the nicest applicator I've used!

Use tape to act as a ruler to make it straight I did that till I got better at drawing them.
