Exfoliate the dry bits off to start fresh. moisturize with vitamin e oil to help rebuild new tissue and reduce scarring. Use moisturizer prior to foundation :)

Exfoliate you can look up some goos homemade ones online! moisturise, maybe use a oil I'm not sure which one but I wouldnt advice it for oily skin, drinks lots of water to keep your skin healthy

Oily skin is sometimes due to your body's natural defense to counter dry skin. If you moisturize carefully and diligently, you may see a reduction in oil within your complexion.

Sounds like dehydration, having acne generally dictates an oily skin type, which can suffer dehydration meaning the tissues have lost water the best way to deal with this is to apply water to the skin using water based skin care, and avoiding alcohol based products, don't exfoliate over acne as you can make it worse.
