You can first apply eyeliner on the waterline. Then using the tip of a makeup brush (I recommend angled) apply the eyeshadow below gradually in a line. When the line is complete, you take a smudge brush that is clean or with the same eyeshadow, then smudge it in a small strokes.

I like to do eyeliner first, then smudge it out with a pencil brush and eyeshadow of the same color. It doesn't have to look perfect! Take a photo of your look even if you think it looks messy, and might be surprised to see it looks better than you thought. Sometimes when you're standing so close to the mirror it looks really dramatic, but the overall look works really well.

Use a pencil to line your waterline, then use a small smudge brush and gently apply eyeshadow to your lash line. do little by little to reduce fallout. also tap of the excess eyeshadow after you put the brush into it.
