Try Too Faced Glitter Eyeshadow Primer and sometimes I find that apply some primer to a qtip and putting the glitter on the qtip and pat onto the eye. Sally's has a pretty good adhesive glue. I have even sprayed hairspray on my eyelids before to help make the glitter stay lol, but thats not the best route to go... Also if you do or don't wear foundation, put some powder on your lids (before primer) to help absorb any oils you might have. Paint pots kind of help me, but I really just like eyeshadow glitter primers instead of just regular eyeshadow primer because I feel like they work better. I know this a weird one too, but I have even taken false eyelash glue to put on my eyes for glitter...

You can actually buy specialized glitter glue, and you can use lash glue if your careful. Many people use lash glue...
