Concealer if youd like tk just cover it but you can check out some products at sephora or lush they have some great skin products. But for something inexpensive and affordable you can try the garnier eye roller cream or olay eye cream! helps with the discoloration under your eyes! xoxo :)

It honestly depends on what kind. It can be that there's just more melanin there which means you'll need a product that lightens skin. If it's purple-y then it's just like the vein or something and you could use something like what Jacqlyn suggested. It could also be from a deficiency of sleep or certain vitamins.

At first try consuming more vitamin C and vitamin K. Spinach has a good amount of Vitamin K.

Here's a product that has a lightening ingredient, Hydroquinone which is prescribed to lighten areas but this is $5 at walmart. Other ingredients that lighten; Arbutin, Glutathione, Kojic Acid/ Kojic dipalmitate, and Licorice root
