-Pointed q-tips from Daiso [$1.50 and way cheaper than the Sheisheido ones, and same quality]
-Model21 lashes [a 12 pack is about $10, so if you avg. it out, each lash is super cheap and super durable for multiple uses!]
-Salux body washing towels [I just used it for the first time, and I am confident enough to say I will NEVER, EVER - EVER USE LOOFAS ever again!] $3.50 - I've never exfoliated so easily in my life! I can back up Soma's rave about the Salux body wash cloth. I have never really used a loofah, just this with my body wash. The whole family loves them actually, especially the hubby.

WnW eye shadows 3/6/8 palettes (I don't really think the 8 palette one is under $5.00 though)
Oh and I don't know about anyone else, but my E.L.F. purchases from Target has been misses. Their cream eyeliner (doesn't get too dark) and their new eyebrow shadow (the one with a cream and powder shadow... The cream is a dark brown and the powder is a lighter brown and for the life of me I can't get it to work out...)

I don't have the actual product with me right now and I can't remember the name but it's actually a lip balm from CVS that I believe was under 5 dollars. It moisturizes so well without making my lips look glossy(I prefer matt finishes) and makes my lips look pouty.
I tell y'ah, it gives me a little beauty orgasm.

Wet n' Wild Color Icon Eyeshadows (all of them), Wild Shine Lip Lacquers, Silk Finish Lipsticks, Color Icon Blushes and Creme Liners are the best for that price point and are readily available in-store.
Any Milani products you can find in that range will be great quality.
NYX's single eyeshadows, Jumbo Eye Pencils, Round Lipsticks and Lip Glosses are really nice, too. (Though the lip glosses are $5.50.)

It's called flashy green. Clinique used to make a colour called Willow - it;s the closest dupe that I have found. And only $1!!

my elf tinted moisturizer, some of their blushes & brushes, & zit zapper. china glaze polishes (under $5 with my sally's card). aussie 3 minute miracle (glad someone mentioned that!). if i'm having a bad breakout, i invest in a fragrance free facial cleansing bar. cheap, plus if it gets all gross & mushy, i can just toss it.

Round face cleansing pads with a soft microfiber side and an exfoliating side. They're washable and reusable and come in packs of three. I get them at Dollar Tree for $1 a pack. I never have less than five packs on hand. They're perfect!
