photobucket.com has some editing tools you can use on your photos once you upload them. a few of them are presets that can help you achieve that style :)

Try Picasa.com its a free download. Sepia is the closest to that picture but if you tweak it a bit, you can get it just right!

It is from Instagr.am which you can download from the App Store (iPhone) or The Market (Android). My profile photo is the same effect :) But if you have neither phone than join Picnik for free or Photobucket. You can also download GIMP and get tutorials on youtube and blogs :)

Thats a light filter and it looks like it was generated with either a Hipstamatic or Vignette camera phone app.
The light filter equivalent in photoshop would be a combination of warm/daylight filters. If you really desire the film border on the pic, just resize your photo and copy and paste it on top, flatten the image and save as a JPEG.

try picnik.com it's a really good website for people who aren't into photoshop. I don't use it anymore because i finally got photoshop lol. but it is a good website

but it just looks like the picture has a slight warming filter on it, the saturation turned down a little bit, and the contrast also down just slightly, and a border. Hope this helped :D

Lighting or setting problem on the camera used. Try adding yellow to offset the blue tint.
