This winter, I've had the unfortunate luck of getting extremely dry skin around my eyes! I've been lotioning my eyelids every night before bed after washing my face, but in the morning, they're still dry and flaky. It's not exactly my eye LID, but the area above my crease, and below my eyebrow. I have extremely sensitive skin, so I'm afraid to use a scrub or anything harsh, especially around my eyes!
This makes eyeshadows look flaky, uneven, and gross, even with a primer. I'm at a loss of things to do about my dry eye-area!

I started using Boscia skin care products which are all natural and my skin has never been better. I used to get flaky skin and now I don't. They are a bit expensive, but very worth it. They are very light products that are very good for sensitive skin!

One thing I would do is maybe change my cleanser. I have really dry skin during the winter, but around my mouth and chin. I started using the Burt's Bees Sensitive Facial Cleanser. It smells really good and is actually moisturizing. Also you probably need to use a different cream around your eye area than your face or body definitely.
The burt's bees sensitive line was really amazing to me when I had a terrible allergic reaction to a blush, and it kept my skin from getting too dry, because I couldn't use moisturizer.
Anyway, yeah definitely check out Burts Bees, they have a pretty gentle citrus facial scrub that shouldn't cause any breakouts or reactions.
I've also heard good things about the philosophy microdelivery line. It's supposed to be really good for people with sensitive skin because it has super fine particles. I've never tried it personally, but I do like their moisturizer Hope in a jar.

I'll have to check burts bees out. I always pass it, but never really pick anything up.
The microdelivery was wonderful for me, I've tried it before but have since run out! I suppose I'll have to start looking for an eye cream!

Your regular moisturizer or cream will not be enough because there is no oil glands in the skin surrounding your eyes so it is really up to a product to provide hydration to this area. You should use a very richly textured cream. A friend of mine also recommended the Mary Kay extra emollient night cream. I agree with Ainslie as well, your makeup remover may be drying out your skin.

The skin around my eyes gets super dry as well. This winter I switched from a cream cleanser (was using the Burt's Bees, which I did NOT like, too much menthol) to an oil cleanser. I'm currently using the Boscia Make-Up Break-Up cleanser and I love it.
For an eye cream, I agree you need something really moisturizing. I tried the boscia eye creams and I'm not a fan. They're not hydrating enough. Right now i'm looking for another. So far I haven't found anything I love. Too many of them make my eyes burn. I've used the Arbonne RE9 cream before and it was amazing. But it's really expensive.

Your skin sounds quite dehydrated, I'd recommend a really good hydrating serum. It's from Vichy its called aqualia thermal serum and it lasts forever! It's bout €20 so $15+ definitely worth checking out!

Right now I'm using the Philosophy (cant remember the exact name of it) gentle cleanser on my face, and it works wonders with removing eye makeup. It doesn't seem to be the culprit, as it's not drying for me at all, and any other cleansers always seem to dry my skin to the bone!

I have the same problem too in the winter. But, no eye cream can top plain vaseline petroleum jelly around the eyes before you sleep. Just make sure to wash your face, put on your normal face lotion or cream, and a thin layer of petroleum jelly. It also works for chapped lips too.

I got the exact same problem X_X
but what I've been using is kiehls avocado treatment and is really thick and creamy so works really well, a thing I like about this thing is that it doesn't move and it doesn't get inside your eye.
But yeah is a pain I have tried a lot of things, but it never really go away.
The avocado cream helps a lot though, and I use it at night and 15 minutes before any makeup or literally makeup looks like crap X(
