I wanna do a 3D Nail Art, but i dont have the products, i dont know the names either. HELP! ><
I know its some powder needed.. right...?

Acrylic powder is what you're looking for. I would suggest picking up a book on nails to learn. Depending on your age, if you're in high school check to see if they have a cosmetology course through the vocational program.
Also take a look at Kawaii Nails for inspiration. You can buy pre-made 3D pieces at most craft stores to add onto fake nails (or even natural) along with sequins, rhinestones, stickers, etc. Start with pre-made things and put it together how you want then learn how to use acrylic powder to make shapes from scratch.
Also keep in mind that some suppliers will not sell nail products to non-pros or (cosmetology) students so best to go to Sally's Beauty Supply to pick up some of the supplies there. Also, some people use Fimo dough to make their 3D art with then apply to the nail with acrylic.
