A clarisonic.
I used to have really dry, dull, ugly boring skin and once I got a clarisonic it changed my life entirely. The first day I used it, I had glow to my skin and I no longer needed luminizers, dewey, full coverage foundations! Prior to it, I had tried anything and everything for a glow. Setting sprays, luminizers, shimmer, not setting my liquid foundation, vitamin-C, oxygen, exfoliating with chemical peels, exfoliating with scrubs... everything.

Glowy as in clean, or glowy as in makeup?
For makeup, you should DEFINITELY try Smashbox's Softlights in Dusk. I received it as a part of the Sephora summer kit for $39 here: http://sephora.com/browse/product.jhtml?id=P288548&categoryId=C8330&shouldPaginate=true
Its so finely milled, and it gives a very nice glow to the cheeks used as blush or as a very light dusting over the face. It makes me feel like I should be sunbathing on a yacht somewhere in the Mediterranean.
A good drugstore dupe of this would be Physician's Formula Happy Booster in Natural. Hope that helps!
For clean-glowy, Clarisonic and CeraVe PM moisturizer ALWAYS leaves me with glowing skin the following morning. If not the Clarisonic, at least give the CeraVe PM a try. You can find it at your local Target for $12. It hydrates, and my face never looks dull when I wake up. =)
